HUD Answers LeadingAge COVID-19 Questions

On March 12, HUD’s Office of Multifamily Housing released a Question and Answer document to help housing providers navigate COVID-19, the novel coronavirus that was recently declared a global health emergency. The document includes answers to several questions that LeadingAge sent in on behalf of our housing members.

On Thursday, March 12, HUD’s Office of Multifamily Housing published a Question and Answer document to help housing providers navigate COVID-19, the novel coronavirus that was recently declared a global health emergency. The document includes answers to several questions that LeadingAge sent in on behalf of our housing members, and follows a LeadingAge letter to the White House Coronavirus Task Force pressing for more guidance for housing providers during the health ciris.

HUD’s Question and Answer document covers the following topics with regard to COVID-19 in HUD-assisted housing: emergency preparedness, resident health, policy and operations, and property reviews and inspections. On March 13, HUD released updates to the document that cover waivers and extensions, as well as HUD's plan for continuity of operations. HUD has said they will continue updating the document, which is also available on HUD's Multifamily webpage: https://www.hud.gov/program_offices/housing/mfh.

Because COVID-19 disproportionately affects older adults, we continue to urge HUD and Congress to provide additional support for senior housing providers and residents, in particular through emergency funding and regulatory waivers. In the meantime, the HUD Question and Answer document states that multifamily property owners and agents can access property operating accounts for expenses related to COVID-19 preparedness and response actions, including extra supplies and staff hours. If an owner advance is required, HUD approval is necessary in advance. LeadingAge will continue to press the agency for regulatory relief and resident supports during this health crisis.
