LeadingAge submitted 12 pages of comments on the Service Coordinator in Multifamily Housing Program Resource Guide draft.

 

Submitted on November 27, LeadingAge commented on HUD’s Service Coordinator in Multifamily Housing Program Resource Guide Draft. In this document, HUD calls Service Coordination “One Program with Two Funding Sources” and repeatedly states that “regardless of the source of funding, HUD expects all service coordinator programs to adhere to the same program standards.” 

LeadingAge commended the authors on a work well done, provided certain recommendations intended to be helpful, and sought answers to certain questions (like whether the guide is meant to mandate actions or recommend best practice, or both).   We also pointed out that, although HUD articulates a strong preference for building SC’ salaries and expenses into operating budgets, there is a frequently reported disconnect between the conceptual support for the program and program costs.

The draft guide is focused on how to operate an effective service coordination program in HUD assisted multifamily housing programs. Developed by Abt Associates in conjunction with the Amercian Association of Service Coordinators (AASC), the original document can be found here.
