On July 6, President Obama signed a 2-year reauthorization of the Surface Transportation Bill (H.R. 4348).

The measure continues most programs at current funding levels through Sept. 30, 2014, with some inflationary adjustments, consolidates several programs within the federal-aid highway system, and includes provisions to speed up federal environmental review of construction projects.

The Elderly and Disabled Program (Section 5310), which provides grants to nonprofits for transportation services, and the New Freedom Formula Grant Program (Section 5317),  which funds capital and operating expenses for new public transportation initiatives beyond those required by the Americans with Disabilities Act (ADA), were consolidated into one program.

The resulting new program will fund activities designed to enhance mobility for older adults and individuals with disabilities.
