Three Quality Measures that have been posted on Nursing Home Compare for two years are now available on the Casper Quality Measure Reports. CMS has also updated Section 11 of the Casper User’s Guide to reflect this change. The reports affected by this change are:

  • MDS 3.0 Facility Level Quality Measure Report
  • MDS 3.0 Resident Level Quality Measure Report
  • MDS 3.0 Package Report
  • MDS 3.0 Monthly Comparison

The newly appearing measures are:

  • Percent of Residents Whose Ability to Move Independently Worsened (Long Stay). This is displayed as Move Indep Worse (L) on the reports.
  • Percent of Residents Who Made Improvements in Function (Short Stay). This is displayed as Improvement in Function (S) on the reports. This is the first measure to be displayed on the Casper reports in which a higher percentage is better, so there is a single asterisk (*) indicating a Percentile of 25 or less.
  • Percent of Residents Who Used Antianxiety or Hypnotic Medication (Long Stay). This is displayed as Antianxiety/Hypnotic % (L) on the reports.

Data for the new measures have been retroactively calculated to June 3, 2015. If a report date range includes dates prior to June 3, 2015, an "I" (Incomplete) will display indicating data are not available for all days selected.

Now there are two separate Antianxiety/Hypnotic measures on the Casper report, and they are calculated differently:

1. Antianxiety/Hypnotic Prev (L) CMS ID N033.1, (This is the old one that has been on Casper). Exclusions:

a. Schizophrenia (I6000 = [1]).
b. Psychotic disorder (I5950 = [1]).
c. Manic depression (bipolar disease) (I5900 = [1]). d.
Tourette’s syndrome (I5350 = [1] on current assessment or prior if item not active on target assessment
e. Huntington’s disease (I5250 = [1])
f. Hallucinations (E0100A = [1]).
g. Delusions (E0100B = [1]).
h. Anxiety disorder (I5700 = [1]).
i. Post-traumatic stress disorder (I6100 = [1] on current assessment or prior if item not active on target assessment

2. Antianxiety/Hypnotic % (L) CMS ID N036.1,(This is the one posted on NH Compare in April 2016) Exclusions:

a. Life expectancy of less than 6 months (J1400 = [1]
b. Hospice care while a resident (O0100K2 = [1])

At present, Appendix E of the Quality Measures Manual has not been updated to reflect the changes to what are referred to as the “Surveyor Quality Measures” on the Casper reports.
