QAPI: Preview of Guidance Resource Issued by CMS

The Centers for Medicare and Medicaid Services (CMS) has issued a survey and certification letter providing an advance preview of the nursing home Quality Assessment and Performance Improvement (QAPI) resource called QAPI at a Glance

QAPI at a Glance is a step-by-step guide that provides tools and resources to help nursing homes establish a foundation for their QAPI system. CMS will make it available on the QAPI website by February of 2013. CMS plans to make revisions and issue a final version of the document in the spring of 2013.

The guide illustrates QAPI in action, details the 5 elements of QAPI, describes action steps for implementation, and includes the following tools and resources nursing homes may use as they develop their systems:

  • QAPI Self-Assessment - to evaluate the extent to which components of QAPI are in place.
  • Guide to Develop Purpose, Guiding Principles, and Scope for QAPI- to identify principles to assist in decision making and priorities.
  • Guide for Developing a QAPI Plan - to steer the organization's quality efforts; serves as the main document to support implementation.
  • Goal Setting Worksheet - Helps organizations set goals that are specific, measurable, attainable, relevant, and time-bound.

Section 6102 of the Affordable Care Act (ACA) requires that CMS promulgate regulations for implementation of QAPI and provide technical assistance to nursing homes on the development of best practices relating to quality assurance and improvement. 

The provisions permit the secretary of the U.S. Department of Health and Human Services (HHS) to sequence these actions so the technical assistance is available prior to the regulations.
